In support of the Intelligence Resources Unit, The Government shall provide Human Resources (HR), budget, financial program analysis and ensure compliance with all Federal, Bureau, and divisional HR and budget laws, regulations and policies. This includes working with external entities to ensure compliance with applicable internal/external procurement policies and procedures and monitoring the Intelligence Branch's non-personnel financial resources. The Contractor shall perform variety of operational functions and administrative responsibilities in support of the unit/ branch mission. 

Job responsibilities 

  • Assist in developing, examining, and coordinating presentation of budget estimates and justification for completeness, accuracy, conformance with procedures and regulations and consistency with previous estimates

  • Support in the review, assessment, and/ or development of new or revised methods and procedures by preparing budget analyses/ justification

  • Provide assistance to consolidate, review and analyze budget requests

  • Assist in preparing budget data for ODNI and OMB inquiries, ODNI's, IPBS and CBJB, DOJ/OMB pass backs, Mid-Year and End of Year reports 

  • Provide assistance to review, analyze and interpret legislation, appropriations language, pertaining to assigned segment of Bureau's budget

  • Support the draft analyses which examine the impact and significance of organization's budget in comparison to new or revised legislation, policies, procedures and program requirements 

  • Assist in drafting, reviewing, and editing of proposed language in support of new or revised program and budget requirements

  •  Track pending appropriation legislation through Congress and prepare special reports and summaries of the nature of the legislation for use of budget planning 

  • Contribute in the review, analyses and editing budget estimates and request for allotments submitted by manager of assigned programs for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines, including recommending necessary changes and revisions 

  • Prepare analyses for use by higher-level officials for budget formulation/ funds management 

  • Assist in the preparation of internal and external reporting requirements

  • Analyze trends and estimates for budget requirements in order  to provide expert advice and recommendation on all aspects of assigned budget area to designated Bureau program officials and managers 

  • Provide assistance with implementing, managing and upkeep of internal Standard Operating Procedures and assist in the development of manuals, guides, and information packages

  • Interface with Government personnel to obtain knowledge for the various programs with the IB

  • Prepare briefings and presentations for management as directed based on program requirements 

  • Prepare reports that present findings, cite applicable policies, and identify causative situations

  • The contractor shall collect, analyze and report relevant HR and financial statistical data to internal and external entities to track current year budget performance against funded goals, adn coordinate the process to address critical unfunded requirements 

Job requirements 

  • Top Secret Security Clearance from a Single Scope Background Investigation (SSBI) with Sensitive Compartment Information (SCI) access approval eligibility 

  • Bachelor's Degree in Business and Management, Statistical Analysis, Mathematics, Accounting, Technology Management , or Science

  • Minimum of Five Years of experience providing expert business process analysis, requirements analysis, business process engineering, and/ or statistical analysis 

  • Proficiency creating or using MS Excel spreadsheets and pivot tables, PowerPoint presentations and demonstrative graphics, and Sharepoint lists and workflow tools

  • Demonstrated experience with data visualization tools and analytical applications

  • Experience with Business Analytics qualitative and quantitative techniques and process

  • Analytical ability to design and conduct comprehensive management and/ or program studies where the boundaries are broad and difficult to determine and to develop logical, clear, and well-documented recommendations and conclusions

  • Experience providing expert business process analysis, requirements analysis, business process engineering, communications, and/or training support

  • Experience analyzing data, written/verbal information, and process to assess risks and formulate recommendations which align to organizational goals 

  • Demonstrated experience with coordinating and conducting in-depth studies involving program development and assessment, and/or strategic planning

  • Experience translating and communicating complex subject matter between technical and non-technical audiences

  • Demonstrated critical thinking and problem-solving skills

  • Highly motivated team player that works well independently and/ or in a team environment through collaboration, strong communication skills, and time management effectiveness 

  • Knowledge in researching, analyzing, interpreting, and presenting existing or newly developed reports (data, dashboards, graphs, charts), guidelines, directives, policies etc. in order to obtain accurate and relevant information
