Contract Specialist Supervisor

The Contract Specialist Supervisor will provide administrative support services to the Environmental Protection Agency's (EPA) Office of Acquisition Solutions (OAS) community to include contract administration, closeout support, and file room maintenance. The overall objective is to process contract administration actions and contract closeout activities in accordance with Federal Acquisition Regulation (FAR) and EPA's Office of Administration Solutions policies and guidelines and file room maintenance will be performed in accordance with EPA's records management policy.

job responsibilities 

  • Manage the administrative support services of the EPA OAS community to include contract administration, closeout support, and file room maintenance

  • Ensure the deliverables of contract administration actions, contract closeout activities, and file room maintenance tasks are completed within established quality standards 

  • Serve as the liaison between EPA representatives and Contractor Management 

  • Provide direct oversight to contract employees 

  • Prepare contract modifications for funding and administrative actions (ex. obligation and deobligation of funds, SOW/PWS changes, COR appointment, clause updates 

  • Ensure modifications are prepared for submission, review, execution, and signature by the cognizant EPA Contracting Officer via EPA's Acquisition System ( EAS )

  • Ensure modifications are prepared in accordance with Procurement Action Lead Times (PALT) Standards

  • Prepare and maintain required contract and electronic file documentation in support of all modifications, as identified by cognizant Contract Specialist and Contracting Officer

  • Perform other related duties as assigned 

job requirements 

  • Must have a Bachelor's Degree in business, business administration, management, or some related field

  • Master's Degree preferred in Government Contracting, Business Administration, Federal Procurement, or related field 

  • Must have eight (8) - ten (10) years of experience in contract acquisition management or related area 

  • Contract Certifications preferred  ( i.e. Certified Professional Contract Management : CPCM; Defense Acquisition Workforce Improvement Act Certification (DAWIA All Levels )
