JOB OVERVIEW

The Senior Business Analyst-Team Lead formulates and defines systems scope and objectives based on both the needs of the National Acquisition Program Unit (NAPU) and Information Technology Acquisition Unit (ITAU) and a thorough understanding of business systems and industry requirements. The Senior Business Analyst-Team Lead assists with acquiring goods and services across all FBI Front Offices and non-IT products across FBI HQ divisions to meet the needs of their mission.

JOB RESPONSIBILITIES

  • Devise procedures to solve complex problems including analysis of business and user needs, documentation of requirements and translation into proper system requirements specifications.

  • Research and provide recommendations associated with IT products and services (cost, capabilities, function) including but not limited to market intelligence, market trends, cost/benefit analysis.

  • Provide consultation on complex projects while considering the business implications of the application of technology to the current and future business environment.

  • Comprehend, analyze, and interpret documents.

  • Utilize analytical and quantitative tools to solve problems involving several options in various situations.

  • Independently assess data quality and integrate varying data sources into automated reports and processes.

  • Support management with the day-to-day execution of Government Purchase Card (GPC) tasks and the preparation of weekly and monthly reporting; provide overall program management support to include business process improvements, strategic planning, and organizational design; facilitate meetings with stakeholders to resolve GPC issues.

  • Support management of GPC system development by gathering requirements and collaborating with developers, conduct and support technical testing for system enhancements, support helpdesk operations which include IT support level Tiers 1-3, support policy/governance documentation management, develop end user reports and analysis, collaborate with stakeholders to automate new GPC cardholder training, facilitate trainings for customers, provide business analytics insights including program performance assessments and customer service reporting, support program management tasks.

  • Support dashboard and analytics development for the GPC Program to include PowerBI reports, annual assessments, and Key Performance Indicator (KPI) reporting.

  • Transition GPC logistical planning efforts into an updated Enterprise Automation System (EPAS) technology solution.

  • Provide support and data management as it relates to the transition to G-Invoicing.

  • Provide analytic and process improvement subject matter expertise, develop deliverables to make business decisions, and provide overall PMO support to the Unit Chief across each workstream.  

  • Manage and maintain several SharePoint Lists that hold up-to-date office, budget, shipping, and product information so that customer requesting portals are accurate and representative of the enterprise customer base.

  • Develop business process automation workflows that auto-populate order information, communicate order confirmation to relevant POCs, and execute required approvals to optimize administrative burden as well as provide paper trail of order submissions and approvals.

  • Build, operate, and maintain end-to-end Strategic Sourcing Solutions on both unclassified and classified networks housed within various enterprise-wide applications such as SharePoint, Macro-enabled Excel, InfoPath, SharePoint Designer, and the Power Platform (Power Apps, Power Automate, Power BI).

  • Develop Program Dashboards that consolidate data and reports across 15+ sources generated by the Strategic Sourcing end-to-end process and develop data visualizations to keep all stakeholders informed on the program statistics and help derive insights for future decision-making.

  • Provide procurement analysis and solutions by identifying potential commodities to incorporate into a strategic sourcing model, with demonstrated ability to scale the tool for unique requirements.  

  • Design, integrate, and innovate procurement efforts using understanding of internal enterprise architecture, network capabilities, and available applications.

  • Design and create several reports from the order data that provide near real time information required to meet procurement deadlines and finalize activities.

  • Support the enhancement of processes to improve user experience using low-code and robotics processing automation solutions to develop, implement, and maintain ordering systems that integrate across the enterprise to create holistic outputs using multiple data sources.

  • Provide Program Management Office support to standardize project management and documentation, deliver risk mitigation, manage cost, and support a portfolio of projects from start to completion simultaneously across individual programs as well as the entire unit.

  • Support project teams by reviewing team deliverables, work quality, timelines, staffing, and the overall execution to include all programs.

  • Maintain staff workload data for trend analysis and evaluation.

  • Support programs by developing and maintaining tools that allow for streamlined requirements processing, providing analytic insights for decision-makers, and analyzing data trends to recommend changes for improved efficiencies.

  • Maintain historical data records for year-to-year trend analysis.

JOB REQUIREMENTS 

  • Top Secret Security Clearance from a Single Scope Background Investigation (SSBI) with Sensitive Compartmented Information (SCI) access approval eligibility.

  • Must have a Bachelor’s Degree with eight or more years of business analysis experience. A minimum of ten years of specialized experience that is in or directly related to the line of work of the position may be substituted for education.

  • Must have eight years minimum experience comprehending, analyzing, and interpreting complex documents.

  • Must have experience with design, creation, and implementation of applications created using Microsoft PowerApp.

  • Must have experience with design, creation, and implementation of tools/visual displays using Microsoft PowerBI.

  • Must be able to present information and respond effectively to sensitive issues.

  • Must be able to solve problems involving various complex situations.

  • Must have critical thinking and problem-solving skills.
