Job Overview

The IA Support Specialist III will serve as the primary point of contact between the Government and Contractor personnel assigned to complete all the security tasks and deliverables required under this contract. The IA Support Specialist III is  responsible for all phases of contract management for the security aspects of this task order to include but not limited to : security work flow, resource and staff management, quality of the security program and contract deliverables, timeliness, risk assessment and security program performance. The IA Support Specialist III ensures the performance, completeness, and accuracy of work assigned under the contract to achieve the security performance objectives. The IA Support Specialist III manages the security project staff, coordinates with the Government COR, ACOR and Command Security Manager on security contract requirements and concerns, and manages security subcontractors. The IA Support Specialist III will prepare and maintain a Security Inspection Schedule Plan in accordance with the "Inspection Tasks." The IA Support Specialist III will prepare a JTF-GTMO Risk Management SOP and  the Security Inspection Plan.

job Responsibilities 

  • Directs the actual PWS tasks and manages the work performance of all staff to ensure the delivery and quality of each security operation discipline including : personnel security, physical security, information security, operational security, and industrial security 

  • Reviews and approves all security Standard Operating Procedures and PWS reports for delivery to the GTMO Command Security Manager

  • Primary Point of Contact between Government and Contract Personnel assigned to complete all security tasks and deliverables and provides direct support to the Command Security Manager in the SCIF and readily available to handle issues and questions 

  • Performs various JPAS actions; processes CAF information requests; processes adjudication actions; maintains personnel files and Master Classified Contact List; and updates the Master Security Clearance Roster 

  • Assess security risk factors, determines protective measures, and ensures adjudication guidelines and personnel security policies are enforced to minimize the possibility of national defense information getting into the hands of unauthorized personnel 

  • Determines, tracks, and maintains security clearances for all personnel assigned to the GTMO Command

  • Provides Responds to Statement of Reasons and Request for Information to the DoD Central Adjudication Facility (CAF)

  • Prepares, maintains, and submits a Security Inspection Schedule Plan, Security Warnings and Alerts, Security Risk Assessment Report, Emerging Threat Assessments, and Risk Management Standard Operating Procedures

  • Assists in the preparation, maintenance, and submission of a JTF-GTMO J2 SCIF Security Policy, SCIF SOP, SCIF fixed facility checklists (FFC), Construction Security Planning, Construction Security Plan SOP, and SCIF Concept Operational Requirement (CONOP)

  • Screens all construction materials prior to use in construction to prevent the introduction of contraband 

  • Prepares and submits a JTF-GTMO J2 Security Awareness and Training SOP, lesson plans, presentations, and hands-outs for each required training listed

  • Provides instructor led classroom and computer-based training as identified in the Master Training Plan and Schedule

  • Ensures all JTF-GTMO assigned personnel completes training within established timeframes

  • Prepares security awareness materials 

Job requirements

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years, and shall also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite 

  • Must have a minimum of a Bachelor's Degree

  • Must have a minimum of six (6) years of experience managing Security Operations projects 

  • Must have a current Project Management Professional (PMP) Certification 

  • Must have experience with Government contract project scheduling, tracking, risk analysis, project performance evaluation, and process improvement 

  • Must have experience establishing processes and assigning appropriate resources to effectively fulfill contract performance requirements 

  • Must be able to determine the requirements for the graining of interim security clearance and processing compelling needs for access to SCI information in order to provide recommendations to the government on whether to process these types of clearance requests

  • Must have experience responding to Statement of Reasons and Request for Information to the DoD Central Adjudication Facility 

  • Must be familiar with special background investigations for military and civilian personnel who require a security clerance

  • Must possess knowledge of governing laws, regulations, precedents, and directives governing DoD Information, Personnel, and Physical Security Programs

  • Must possess working knowledge and practical application of DoD Personnel Security, SCI programs, and DoD Personnel Security Investigative and adjudicative procedures
