The mission of the Mutual Legal Assistance Treaty (MLAT) Unit is to collaborate with the Government's International Affairs Office to standardize and centralize MLAT protocols and requirements, to be the central repository for all incoming MLAT requests to the Government, and to facilitate and monitor the progress of all incoming MLAT requests requiring the Government's assistance. The MLAT Unit provides training and guidance on MLAT-related matters to LEAGATs, Government's field offices, and foreign law enforcement partners. The MLAT Unit supports the Government's interests abroad by ensuring the Government fulfills its duty to support the U.S.'s reciprocal obligation to foreign countries in the collection, filtering, and production of evidence located in the U.S., including electronic evidence from U.S.-based Internet Service Providers (ISPs). 

job responsibilities 

  • Receive and manage traditional mail and email from the Government Offices in which the correspondences contain legal documents, electronic production returns from ISPs, and Department documents from the field offices

  • Collaborate with Department employees and Government employees daily

  • Review foreign and domestic legal documents to identify tasking for the Department

  • Perform analysis and de-confliction utilizing multiple Department internal databases and systems 

  • Prioritize and manage multiple tasks and cases

  • Develop knowledge of Department field offices to determine the most approbate field office(s) for setting leads to assist 

  • Author documents for the field to include case background and specific country requirements

  • Maintain awareness of, and periodically update, the Unit's tracking tools( Access Database)

  • Utilize technology and software tools to review the electronic production returns received from the ISPs and filter out non-relevant content and information

  • Review obscene material as part of criminal, child exploitation and counterterrorism investigations 

  • Learn and utilize software and hardware to produce discs that will be delivered to Government for dissemination to our international partners for evidence entered into court proceedings 

  • Author document detailing work performed that will be used in court proceedings worldwide 

  • Establish and utilize a network of internal and external resources to perform analysis and complete assigned work on a daily basis

  • Utilize SharePoint to enter and maintain data

  • Utilize Outlook to communicate with internal and external customers 

  • Provide exceptional customer service 

job requirements 

  • Must have an Associate's degree from an accredited institution 

  • Must have two years of experience in a related field 

  • Must have excellent organizing, planning, and coordinating skills

  • Must have excellent attention to detail

  • Must have the ability to read legal documents and understand U.S. legal standards

  • Must have the ability to perform research and detailed analysis

  • Must have the ability to generate graphics and products for internal and external dissemination to partners

  • Must have strong writing skills that will be used to provide final reports to the Government and international partners 

  • Must have strong working knowledge of IT and computers 

  • Must have outstanding interpersonal and liaison skills and the ability to work well in a team-oriented and independent environment

  • Must have strong ability to communicate clearly and effectively, both orally and in writing

  • Must work well in a high-stress environment  

Desired qualifications 

  • Technical and legal experience preferred

  • Minimum of two (2) years of experience in a Government setting preferred

  • Military experience preferred

  • Investigative experience or relevant work experience preferred
