The Program Manager will be responsible for the performance of the work and will have full authority to act on behalf of the contractor on all contract matters relating to daily operation of this contract. The Onesite Program Manager will provide services to accomplish core mission tasks with responsibility for Force Management policy, strategy, plans, operations, training, assessments , and requirements support. The Program Manager will serve as a liaison with Government staffs and agencies to include representative of higher, adjacent, and lateral headquarters, installations, and subordinate commands. The Program manager will manage contractor staff for the formulation of Force Management strategic and operational planning and policy. Additionally the Program Manager will be responsible for the Intra|Inter Office Task Management Synch and will assist the Government in developing Force Management Operation Orders (OPORD) to include the two deliverables : the Inter- and Intra-Office Task Management Synchronization Submissions and the routing of Combatant Command (CMD) taskings.

job responsibilities 

  • Direct the performance of the work for the contractor staff

  • Research, coordinate, and plan meetings 

  • Perform interviews and analysis

  • Monitor government wide tasking

  • Develop studies, results, information, and action, and decision briefings 

  • Monitor Government OPORD tasking for required and implied FM responses

  • Track project tasking through OPORD and the Army's Task Management Tool

  • Execute policy and strategy coordination, staffing, and management support of action plans 

  • Report studies analytical results and route taksing's to responsible staff elements

  • Collect, organize , and catalog equipment and force structure change requests and taking

  • Assist the FM Action Officers in developing Force Management OPORDS to the Major Subordinate Commands

  • Conduct and manage all force management tasks at HQ and seventeen (17) Major Subordinate Commands worldwide  

  • Monitor Government Task Management Tool (TMT) tasking for required and implied Force Management (FM) responses

  • Write and staff documents to include briefings, meeting minutes, after action reports, executive summaries, planning documents, and presentations 

  • On Order, develop either TMT or OPOR tasking response, alert senior government leadership of taking and respond to guidance 

  • Research government missions, roles, functions, tasks, organizational realignment objects and the Department of the Army stationing management directives

  • Relay OPORD and TMT taking from HQDA to the responsible Command offices as well as synchronizes the FM Command responses back to HQDA and Command group tasking

job requirements 

  • Must have a bachelor's degree from an accredited institution 

  • Must have a current DoD Top Secret with SCI Security Clearance 

  • Must have two (2) years of experience in Program Management 

  • Must have two (2) years of experience networking and liaison with senior leadership in the Command and Federal agencies 

  • Must have two (2) years of experience staffing and presenting higher level documents for senior (e.g. position papers, executive summaries, information papers, and other planning documents )

  • Must have minimum qualifications of :

    • Four (4) years Headquarter, Department of the Army (HQDA) , Army Combat Service Support (ACSS), Major Commands (MACOM), staff officer experience ​

    • OR... Completion of " How the Army Runs course presented by the U.S. Army Force Management Agency

  • Must be able to use Microsoft Word, Excel, PowerPoint, Access application, and Adobe Professional to deliver studies, interviews, analysis, reports, briefings, and course of action
