C3R is seeking a Personnel Security Representative to support a Government client in a Full-Time Contract position to work at United States Naval Base in Guantanamo Bay, Cuba. This position is a long term opportunity and commitment. The assignment is for a minimum of one year due to relocation expenses and arrangements. Selected employees have the ability to remain for a period of five (5) years. Relocation and shipment of household goods base housing, and access to government facilities and services are included; complete details of allowances and benefits will be provided to qualified applicants. 


The Personnel Security Specialist II will perform personnel security tasks for all JTF personnel and visitors. In order to perform this task, the contractor shall possess working knowledge of governing directives, instructions, regulations, and procedures governing the DoD and Director of National Intelligence (DNI) Personnel Security Program. The Personnel Security Specialist II also possess general understanding of the other DoD Security Programs (i.e., Information, Physical, Industrial, and SCI Security Programs) and how Procedures for the DoD Personnel Security Program (Procedures for DoD Personnel Security Program DoDM 5200.02 April 3, 2017) relates to JTF-GTMO. Work will include such work as monitoring security clearances, preparing requests to initiate investigations, maintaining security clearance rosters, and processing incident reports.


  • Prepare, maintain, and disseminate JTF GTMO Personnel Security Policy

  • Prepare and submit a JTF GTMO Personnel Security SOP

  • Maintain a current Master Personnel and Security Clearance Roster 

  • Coordinate with representatives to ensure Security Clearance Requirements Management 

  • Coordinate with representatives to provide Security Clearance Requirements for Computer Access

  • Establish and maintain current Individual Personnel Security Files

  • Update Joint Personnel Adjudication System (JPAS) and Defense Information for Security (DISSr) Security Clearance Databases

  • Request for Background Investigations by the Command Security Manager 

  • Maintain schedule for SCI briefings

  • Provide SCI briefings, badging, and debriefings

  • Perform actions in ACCS related to contractor SCI

  • Validate clearance information for System Authorization Access Requests (SAARs)

  • Perform JPAS actions such as in and out processing, indoctrinations, debriefings, RRUs, incident and adverse action reports , and suspension of access

  • Assist with Transfer in Status (TIS) requests

  • Process Central Adjudication Facility (CAF) information requests

  • Process adjudication action such as Statement of Reasons (SOR)

  • Submit reports to respective CAF using DISS

  • Update the Master Security Clearance Roster

  • Process incoming and outgoing visit certifications 

  • Maintain  hard-copy and electronic personnel files

  • Assist in resolving security clearance issues in JPAS

  • Maintain the Master Classified Contracts List and contract files 

Job Requirements 

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years, and shall also be determined eligible for access t0 Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite

  • Must have a High School Diploma; an Associate's degree preferred

  • Must have a minimum of three (3) years of personnel security experience 

  • Must have working knowledge of DoD and Intelligence Community (IC) directives, regulations, and procedures governing the Personnel Security Program

  • Must have knowledge of DoD personnel security, SCI programs concepts and principles and of DoD investigative agencies techniques and procedures 

  • Must have the ability to communicate effectively orally and in writing with a diverse group of individuals, using a high degree of tact and diplomacy

  • Must have general knowledge of Physical, Information, Industrial, and SCIF Management Programs and how they relate to the Personnel Security Program

  • Must possess knowledge of DoD Intelligence Information Systems including ( when applicable): Joint Deployable 

  • Must have good problem-solving skills, be highly organized, and have the ability to work independently 

  • Must have experience with JPAS . Experience with DISS and Lenel OnGuard badge system preferred

  • Must possess knowledge of Intelligence Support System (JDISS) and Intelink. Messaging handling , data storage, retrieval, and search applications (e.g., M3, Pathfinder, SAFE, etc.), analytic and investigative/ case management tools(e.g., M3, Pathfinder, SAFE, etc), analytic and investigative/ case management tools (e.g., I, Analyst Notebook, Visual Links, I2MS, etc.) and basic Microsoft office software applications (e.g., PowerPoint, Excel, Access).
