C3R is seeking a Contract Program Manager- Security Operations Support to support a Government client in a Full-Time Contract position to work at the United States Naval Base in Guantanamo Bay, Cuba. This position is a long-term opportunity and commitment. The assignment is for a minimum of one year due to relocation expenses and arrangements. Selected employees have the ability to remain for a period of five (5) years. Relocation And shipment of household goods base housing, and access to government facilities, and services are included. The Contract Program Manager- Security Operations Support shall be responsible for the performance of all the work. The Contract Program Manager is responsible for all phases of contract management to include: : workflow, resource management, quality of the program and deliverables, timeliness, risk assessment, and program performance. The CPM  ensures the performance, completeness, and accuracy of work assigned under the contract to achieve the performance objectives. The Contract Program Manager manages the project staff, coordinates with the Government Contracting Officer's Representative on contract requirements and concerns, and manages subcontractors 

job responsibilities 

  • Provide the expertise, capability, and resources to effectively manage and oversee a sufficient, stable, and qualified workforce to provide required services in support of JTF-GTMO's mission

  • Provide the installation and maintenance of electronic security systems and physical security equipment for personnel security, information security, and physical security

  • Provide the installation and maintenance of ESS and PSE to include the design, installation, and modification of automated Intrusion Detection Systems (IDS), Access Control Systems (ACS), Closed- Circuit Television (CCTV), and biometrics, in accordance with applicable Government regulations and policies, and pertinent industry standards

  • Develop, implement, and maintain a Quality Control Plan (QCP) and Program to ensure all work is performed at or above the standard defined in the Performance Requirements Summary (PRS)

  • Assist in the preparation and maintenance of a JTF-GTMO SCIF Security Policy 

  • Prepare, maintain, and submit a JTF-GTMO J2 SCIF SOP, which establishes procedures for SCIF SOP, which establishes procedures for SCIF concept of operations, complete and maintain SCIF fixed facility checklists (FFC), and conduct of SCIF inspections and TEMPEST certification

  • Support the Construction Security Planning to include security actions, updated worksite access control rosters, and written progress reports 

  • Coordinate all work activities daily with the worksite security force 

  • Develop and submit a workforce vetting form connected to the Construction Security Plan SOP

  • Assist in the preparation of the SCIF Concept Operational Requirement (CONOP)

  • Complete and submit an FFC to include specifications in accordance with the Intelligence Community Directives (ICD), list all aspects of a secure facility, make an accurate assessment of the facility's ability to protect, process,and store classified information and materials

  • Screen all construction materials prior to use in construction to prevent the introduction of contraband 

  • Monitor worksite security practices for compliance

  • Prepare and submit a JTF-GTMO J2 Security Awareness and Training SOP

  • Prepare and submit lesson plans, presentations, and hands-outs for each required training listed

  • Provide instructor led classroom and computer-based training as identified in the Master Training Plan and Schedule 

  • Ensure all JTF-GTMO assigned personnel complete training within established timeframes

  • Prepare security awareness materials

  • Plan and implement the alarm response drill for the SCIFs

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years, and shall also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite 

  • Must have a minimum of a Bachelor's degree

  • Must have a minimum of eight (8) years of experience managing DoD Security Operations and Intelligence Operations projects 

  • Must possess a Project Management Professional (PMP) Certification ( provide certification number)

  • Must have experience with Government contract project scheduling, tracking, risk analysis, cost management, personnel management , project performance evaluation, and process improvement 

  • Must have experience establishing processes and assigning appropriate resources effectively to fulfill contract performance requirements 

  • Must possess knowledge of governing laws, regulations, precedents, and directives governing DoD Information, Personnel, and Physical Security Programs

  • Must possess knowledge of DoD Personnel Security, SCI programs, and DoD Personnel Security Investigative and adjudicative procedures
