C3R is seeking a Senior Electronic Security System Specialist to support a Government client in a Full-Time Contract position to work at United States Naval Base in Guantanamo Bay, Cuba. This position is a long-term opportunity and commitment. The assignment is for a minimum of one year due to relocation expenses and arrangements. Selected employees have the ability to remain for a period of five (5) years. The Senior Electronic Security System (ESS) Specialist will provide design solutions for governmental approval  through the installation, maintenance, and administration of the Electronic Security Systems (ESS) to include Intrusion Detection Systems (IDS), biometrics, access control systems (ACS), and closed circuit television (CCTV), IAW DoD and DNI policies and industry standards. The Senior Electronic Security (ESS) System Specialist will be Level and Programmable Logic Controller Certified and must possess working knowledge and experience with Wonderware software (i.e. rebooting the system, restarting services, etc).

job responsibilities

  • Provide weekly  reporting of service tickets to the Command Security Manager 

  • Provide monthly reports with results of monitoring of JTF-GTMO IDS and access controlled facilities

  • Train users on equipment operation and maintenance, generate and dispense user codes, and provide end user training documentation 

  • Coordinate with the Command Security Manager on new security system requirements, modifications, maintenance, and repairs

  • Establish a written Preventative Maintenance Procedures Plan

  • Establish and implement methods for the ESS Procure, Bench Stock, and Accountability

  • Conduct the installation of ESS devices compatible with the current ESS infrastructure 

  • Troubleshoot, repair, and replace inoperable ESS devices maintenance 

  • Provide semi-annual testing of ESS devices

  • Immediately report all security violations to the Command Security Manager

  • Update Government Furnished Equipment (GFE) list of all security systems

  • Prepare security equipment purchase requests

  • Establish a written Preventative Maintenance Procedures Plan

  • Develop and establish a system to track equipment warranties and  return maintenance authorizations (RMA)

  • Provide recommendations for the management of surplus equipment for planned contingencies 

  • Provide System Administration support to include the update, monitor, and maintenance of Lenel

  • Perform daily system monitoring and verification

  • Perform daily backup operations of file systems and system data

  • Apply OS patches and upgrades on a regular basis

  • Provide support to ESS upgrades and facilitate interagency ESS upgrade efforts 

  • Provide support in gathering and submitting necessary documentations for certification and accreditation of security systems and software 

job requirements 

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years, and shall also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite 

  • Must have a minimum of an Associate's Degree

  • Must have a minimum of five (5) years of specialized experience in ESS and Intrusion Detection Systems

  • Must possess Lenel certification at the Lenel Certified Expert (LCE) level in each of the three (3) disciplines ( Access Control, Intrusion, and Database) prior to arriving on location

  • Must have knowledge of Wonderware software (i.e.rebooting the system, restarting service, etc)

  • Must possess an Information Awareness (A) Information Technology Certification at IAT Level II to include Security, Computing Environment (CE), SQL database, and Microsoft server certifications required to perform server administration and maintenance tasks 

  • Must have experience in all areas required for the design, maintenance, installation, and support of automated IDS, biometrics, access control systems, surveillance cameras, IDS fence-line, and a particular emphasis on CCTV

  • Must possess working knowledge of governing directives, instructions, regulations, and procedures governing the DoD Physical and Information Security Programs, the DoD and DNI Programs for protection SCI and SCIFs

  • Must possess general understanding of the other DoD Security Programs (i.e., Industrial, and Personnel Security Programs ) and how the ESS relates

  • Must have knowledge of governing laws, regulations precedents, and directives governing DoD security program

  • Must have knowledge of DoD physical security program concepts and principles 

  • Must be proficient in the use of COTS and GOTS to support security systems
