C3R is seeking Senior Security Specialist to support a Government client in a Full Time Contract position to work at United States Naval Base in Guantanamo Bay, Cuba. This position is a long-term opportunity and commitment. The assignment is for a minimum of one year due to relocation expenses and arrangements. Selected employees have the ability to remain for a period of five (5) years. Relocation and shipment of household goods, base housing, and access to government facilities and services are included; complete details of allowances and benefits will be provided to qualified applicants.

The Senior Security Specialist will serve as the primary point of contact between the Government and Contractor personnel assigned to complete all the security tasks and deliverables required under this contract. The Senior Security Specialist is responsible for all phases of contract management for the security aspects of this task order to include but not limited to; security workflow, resource and staff management, quality of the security program and contract deliverables, timeliness, risk assessment and security program performance. The Senior Security Specialist ensures the performance, completeness, and accuracy of work assigned under the contract to achieve the security performance objectives. The Senior Security Specialist manages the security project staff, coordinates with the Government COR, ACOR and Command Security Manager on security contract requirements and concerns, and manages security subcontractors. The Senior Security Specialist will prepare and maintain a Security Inspection Schedule Plan in accordance with the "Inspection Tasks." The Senior Security Specialist will prepare a JTF-GTMO Risk Management SOP and the Security Inspection Plan.

Job Responsibilities 

  • Establish processes and assigning appropriate resources effectively to fulfill contract performance requirements 

  • Assess security risk factors, determine protective measures, and ensure adjudication guidelines and personnel security policies are enforced to minimize the possibility of national defense information getting into the hands of unauthorized personnel

  • Track and maintain security clearances for all personnel assigned to a Command 

  • Must be able to determine the requirements for the granting of interim security clearance and processing compelling needs for access to SCI information in order to provide recommendations to the government on whether to process these  types of clearance request 

  • Provide Response to Statement of Reasons and Request for Information to the DoD Central Adjudication Facility 

  • Prepare, maintain, and submit a Security Inspection Schedule Plan, Security Warnings and Alerts, Security Risk Assessment Report, Emerging Threat Assessments, and Risk Management Standard Operating Procedures 

  • Attend the Threat and Security Working Group

  • Assist in the preparation, maintenance, and submission of a JTF-GTMO J2 SCIF Security Policy, SCIF SOP, SCIF fixed facility checklists (FFC), Construction Security Planning, Construction Security Plan SOP, and SCIF Concept Operational Requirement (CONOP)

  • Coordinate all work activities daily with worksite security force 

  • Develop and submit a workforce vetting form connected to the Construction Security Plan SOP

  • Screen all construction materials prior to use in construction to prevent the introduction of contraband 

  • Monitor worksite security practices for compliance

  • Prepare and submit a JTF-GTMO J2 Security Awareness and Training SOP, lesson plans, presentations, and hand-outs for each required training listed

  • Provide instructor led classroom and computer-based training as identified in the Master Training Plan and Schedule 

  • Ensure all JTF-GTMO assigned personnel complete training within established timeframes

  • Prepare security awareness materials

  • Plan and implement the alarm response drill of the SCIFs

job requirements 

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years, and shall also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite

  • Must have a minimum of a Bachelor's degree

  • Must have a minimum of six (6) years of experience managing Security Operations projects 

  • Must have experience with Government contract project scheduling, tracking, risk analysis, project performance evaluation, and process improvement 

  • Must have experience establishing processes and assigning appropriate resources to effectively fulfill contract performance requirements 

  • Must be able to assess security risk factors, determine protective measures, and ensure adjudication guidelines and personnel security policies are enforced to minimize the possibility of national defense information getting into the hands of unauthorized personnel 

  • Must have experience tracking and maintaining security clearances for all personnel assigned to a Command

  • Must be able to determine the requirements for the granting of interim security clearance and processing compelling needs for access to SCI information in order to provide recommendation to the government on whether to process these types of clearance requests

  • Must have experience responding to Statement of Reasons and Request for Information to the DoD Central Adjudication Facility 

  • Must be familiar with special background investigations for military and civilian personnel who require a security clearance 

  • Must possess knowledge of governing laws, regulations, precedents, and directives governing DoD Information, Personnel , and Physical Security Programs

  • Must possess knowledge of DoD Personnel Security, SCI programs, and DoD Personnel Security Investigation and adjudicative procedures
