Senior Security Specialist

Clearance: TS/SCI

Location: Guantanamo Bay, Cuba

JOB RESPONSIBILITIES

  • Direct all phases of contract management for the security aspects security work flow, resource and staff management; quality of the security program and contract deliverables, timeliness, risk assessment and security program performance.

  • Ensure the performance, completeness, and accuracy of work assigned under the contract to achieve the security performance objectives.

  • Manage the security project staff, coordinate with the Government COR, ACOR and Command Security Manager on security contract requirements and concern, and manage security subcontractors.

  • Establish processes and assign appropriate resources to effectively fulfill contract performance requirements.

  • Assess security risk factors, determine protective measures, and ensure adjudication guidelines and personnel security policies are enforced to minimize the possibility of national defense information getting into the hands of unauthorized personnel.

  • Direct the actual deliverables and tasks, and manage the work performance of all staff to ensure the delivery and quality of each security operation discipline including: personnel security, physical security, information security, operational security, and industrial security.

  • Review and approve all security Standard Operating Procedures and required reports for delivery to the GTMO Command Security Manager.

  • Serve as the Primary Point of Contact between Government and Contract Personnel assigned to complete all security tasks and deliverables, provide direct support to the Command Security Manager in the SCIF, and be readily available to handle issues and questions.

  • Perform various JPAS/DISS actions; process CAF information requests; process adjudication actions; maintain personnel files and Master Classified Contact List; and update the Master Security Clearance Roster.

  • Assess security risk factors, determine protective measures, and ensure adjudication guidelines and personnel security policies are enforced to minimize the possibility of national defense information getting into the hands of unauthorized personnel.

  • Determine, track, and maintain security clearances for all personnel assigned to the GTMO Command.

  • Assist in the preparation, maintenance, and submission of a JTF-GTMO J2 SCIF Security Policy, SCIF SOP, SCIF fixed facility checklists (FFC), Construction Security Planning, Construction Security Plan SOP, and SCIF Concept Operational Requirement (CONOP).

  • Manage all the disciplines within the security operations to include personnel security, information security, electronic security, and physical security.

JOB REQUIREMENTS

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years, and shall also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite.

  • Must have a minimum of a Bachelor’s Degree.

  • Must have a minimum of six (6) years of experience managing Security Operations projects.

  • Must have experience with Government contract project scheduling, tracking, risk analysis, project performance evaluation, and process improvement.

  • Must have experience tracking and maintaining security clearances for all personnel assigned to the Command.

  • Must have a minimum of six (6) years of experience managing Security Operations projects.

  • Must have experience with Government contract project scheduling, tracking, risk analysis, project performance evaluation, and process improvement.

  • Must have experience establishing processes and assigning appropriate resources to

  • effectively fulfill contract performance requirements.

  • Must be able to determine the requirements for the granting of interim security clearances and processing compelling needs for access to SCI information in order to provide recommendations to the government on whether to process these types of clearance requests.

  • Must have experience responding to Statement of Reasons and Requests for Information to the DoD Central Adjudication Facility.

  • Must be familiar with special background investigations for military and civilian personnel who require a security clearance.

  • Must possess knowledge of governing laws, regulations, precedents, and directives governing DoD Information, Personnel, and Physical Security Programs.

  • Must possess working knowledge and practical application of DoD Personnel Security, SCI programs, and DoD Personnel Security Investigative and adjudicative procedures.
