The selected candidate will manage the fictional operation of a computer network for USSOUTHCOM JTF-GTMO. The Systems Administrator ensures that the mail servers are functioning properly, manages and installs networks, maintains and upgrades software, supports JTF-GTMO users, monitors security tools, and handles the installation, distribution, control, and removal of hardware. The Systems Administrator identifies any problems in the system, anticipates potential issues, and repair systems and software. 

job responsibilities

  • Provide design solutions for governmental approval through the installation, maintenance, and administration of the ESS to include Intrusion Detection Systems (IDS), biometrics, access control systems (ACS), and closed circuit television (CCTV), IAW DoD and DNI policies and industry standards

  • Provide recommendations for assessments, design, installation, and maintenance of Government procured equipment

  • Provide weekly reports of service trouble tickets and recommend solutions to areas with more than one service call per month 

  • Provide monthly reports with the results of monitoring all JTF-GTMO Intrusion Detection Systems (IDS) and access-controlled facilities 

  • Perform daily system monitoring; verify the integrity availability of all hardware, server resources, systems and key processes; review system and application logs, and verify completion of scheduled jobs such as backups

  • Perform daily backup operations, ensuring all required file systems and system data are successfully baked up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary

  • Apply OS patches and upgrades on a regular basis, and upgrade  administrative tools and utilities 

  • Configure and add new services as necessary 

  • Perform periodic performance reporting to support capacity planning 

  • Perform ongoing performance tuning, hardware upgrades, and resource optimization 

  • Configure CPU, memory, and disk partitions

  • Provide support to ESS upgrades, and facilitate interagency ESS upgrade efforts by coordinating tasks and actions to include, but not limited to : planning meetings, providing support documentation, assisting with ESS system transition, and providing any training and certifications required to staining the new ESS system

  • Provide support in gathering and submitting necessary documentations for certification and accreditation of security systems and software

  • Prepare and maintain Lenel and Onguard security system documentation for all JTF-GTMO and provide a copy of that documentation to the SOUTHCOM Information Assurance Manager (IAM)

  • Train users on equipment operation and maintenance, generate and dispense under codes, and provide end user training documentation

  • Establish a written Prevention Maintenance Procedure Plan to maximize the operational capability of all security systems

  • Conduct the installation of ESS devices compatible with the current ESS infrastructure to include the installation of hardware, software, and the planning of any future infrastructure or devices in accordance with ESS installation federal and local policies

  • Shall troubleshoot, repair, or replace inoperable ESS devices 

  • Responsible for semi-annual testing of ESS devices to include testing of Intrusion Detection Systems (IDs), Balance Magnetic Switches (BMS), and Motion Detectors 

  • Conduct quarterly inventory to ensure accountability and availability

  • Prepare security equipment purchase requests

  • Develop and establish a system to track equipment warranties and return maintenance authorizations (RMA)

  • Provide input to establish and implement methods of procuring and storing a 10% inventory of all critical ESS products

  • Provide System Administration support to include the update, monitor, and maintenance of Lenel

  • Provide support in gathering and submitting necessary documentations for certification and accreditation of security systems and software 

job requirements 

  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) completed within the past five (5) years, and shall also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite

  • Must have a High School Diploma. An associate degree preferred 

  • Must have a minimum of three (3) years of specialized experience in Electronic Security Systems (ESS) and Intrusion Detection Systems

  • Must have a minimum of three (3) years in all areas required for the design, installation and support of automated IDS biometrics, access control systems, surveillance cameras, IDS fenceline, and  a particular emphasis on CCTV

  • Must have valid an IAT Level II Security + Computing Environment (CE) CompTIA Certification. May have a valid DoD IAT Level III CompTIA certifications that substitute for the Security+ CE CompTIA Certification to obtain DOD elevated privilege user access 

  • Must have a valid MCSA in Windows Server 2012R2 or 2016 to meet the Computing Environment Certification requirement to perform system and server administration support to include patching, updating, monitoring, and maintenance

  • Must have a Microsoft SQL Database Certification

  • Must possess a valid certification at Lenel Certified Professional (LCP) Level in Database to perform system and server administration support of the Lenel server system and OnGuard application

  • Must have knowledge and application of Wonderware Software (i.e. rebooting the system, restarting services, etc)

  • Preferable to have Microsoft Certified: AZURE Administrator Associate, AZURE Developer Associate, and| or AZURE Solutions Architect Expert 

  • Must possess working knowledge of governing directives, instructions, regulations, and procedures governing the DoD Physical and Information Security Programs, the DoD and DNI Programs for protection of SCI and SCIFs

  • Must possess general understanding of the other DoD Security Programs (i.e., Industrial, and Personnel Security Programs ) and how the ESS relates

  • Must have knowledge of governing laws, regulations, precedents, and directives governing DoD security program 

  • Must have knowledge of DoD physical security program, concepts, and principles

  • Must be proficient in the use of COTS and GOTS to support security systems
