JOB OVERVIEW

The Intermediate Business Analyst formulates and defines systems scope and objectives based on both customers’ needs and a thorough understanding of business systems and industry requirements. The Business Analyst will provide direct support to the Acquisitions Administrative Unit (AAU), which is responsible for comprehensive acquisition planning, communication, tracking, reporting, logistics, and other support services and the acquisition planning phase of the procurement life cycle, providing strategic planning support and guidance to FBI customers that will enable the Unit to achieve its mission.

JOB RESPONSIBILITIES
  • Devise procedures to solve complex problems including analysis of business and user needs, documentation of requirements and translation into proper system requirements specifications.

  • Provide consultation on complex projects while considering the business implications of the application of technology to the current and future business environment.

  • Comprehend, analyze, and interpret documents.

  • Utilize analytical and quantitative tools to solve problems involving several options in various situations.

  • Independently assess data quality and integrate varying data sources into automated reports and processes.

  • Support management of procurement requirements development, testing, and implementation of the Unified Financial Management System (UFMS) system change requests, enhancements, and upgrades by gathering requirements and collaborating with developers and stakeholders, conduct and support technical testing, support helpdesk operations which include IT support level Tiers 1-3, support data governance documentation management, develop end user reports and analysis through Financial Reporting Application (FRA).

  • Support management with day-to-day execution of Procurement Technology and Compliance Team tasks and provide overall program management support to include business process improvements, strategic planning, and organizational design.

  • Prepare weekly and monthly reporting and facilitate meetings with clients and other stakeholders to resolve issues.

  • Provide overall PMO support to the Team Lead across all Technology and Compliance workstreams and provide analytic and process improvement subject matter expertise.

  • Develop deliverables to make informed, data-driven decisions.

  • Build, operate, and maintain end-to-end FBI Contracting Forecasting solutions on unclassified networks housed within various enterprise-wide applications such as SharePoint, Macro-enabled Excel, SharePoint Designer, and the Power Platform (Power Apps, Power Automate, and Power BI).

  • Develop dashboards that consolidate data, reports, and data visualizations to keep stakeholders informed on upcoming requirements.

  • Design and develop processes for end-users and design, integrate, and innovate procurement efforts.

  • Provide Program Management Office support to standardize project management and documentation, deliver risk mitigation, manage cost, and schedule impacts.

  • Support a portfolio of projects from start to completion simultaneously across individual workstreams within the Procurement Technology and Compliance Team.

  • Support AAU project teams by reviewing team deliverables, work quality, timelines, staffing, and overall execution to include all Procurement Technology and Compliance Team.

JOB REQUIREMENTS 
  • Top Secret Security Clearance from a Single Scope Background Investigation (SSBI) with Sensitive Compartmented Information (SCI) access approval eligibility.

  • Must have a Bachelor’s Degree with five or more years of business analysis experience. A minimum of eight years of specialized experience that is in or directly related to the line of work of the position may be substituted for education.

  • Must have five years minimum experience comprehending, analyzing, and interpreting complex documents.

  • Must have experience with design, creation, and implementation of applications created using Microsoft PowerApp.

  • Must have experience with design, creation, and implementation of tools/visual displays using Microsoft PowerBI.

  • Must be able to present information and respond effectively to sensitive issues.

  • Must be able to solve problems involving various complex situations.

  • Must have critical thinking and problem-solving skills.
