 Personnel Security Specialist

Clearance: Top Secret (TS) with SCI

Location: Guantanamo Bay, Cuba

JOB OVERVIEW

The Personnel Security Specialist (PERSEC)  oversees the operations, ensures conformance of policies and procedures, and ensures team's work product meets or exceeds customer satisfaction.  The Personnel Security Specialist  is responsible for processing, conducting and adjudicating background investigations for the JTF-GTMO.

JOB RESPONSIBILITIES
  • Responsible for providing general direction to direct reports, ensure conformance of policies and procedures, and ensure the work product meets or exceeds the terms of the contract and Performance Work Statement in order to maintain the highest level of customer satisfaction for the team.

  • Plan work to be accomplished by Personnel Security Specialists, set, and adjust short-term priorities, and prepare schedules for completion of work.

  • Develop and edit standard operating procedures.

  • Work with the Onsite Program Management Team to monitor standards of performance, implement quality control measures, and capture knowledge through ongoing process evaluation.

  • Provide training for new employees and track employees' progress of training plan.

  • Conduct Quality Control Checks monthly to ensure contract compliance.

  • Ensure the quality and timeliness of deliverables and assigned work.

  • Coordinate vacation/leave requests with Onsite Program Management.

  • Conduct performance reviews for their direct reports.

  • Give advice, counsel, and instruction to employees on both work and administrative matters.

  • Assist the Corporate Recruitment Team, Onsite Program Management, and Human Resources in the recruitment and hiring process including conducting interviews for openings within their department.

  • Identify developmental and training needs of employees.  Provides and documents informal coaching of employees.

  • Assist Management and Human Resources with addressing complaints and resolving issues within their department as needed.

  • Professionally represent the organization to internal and external customers.

  • Prepare, maintain, and disseminate JTF GTMO Personnel Security Policy.

  • Prepare and submit a JTF GTMO Personnel Security SOP.

  • Maintain a current Master Personnel and Security Clearance Roster.

  • Coordinate with representatives to ensure Security Clearance Requirements Management.

  • Coordinate with representatives to provide Security Clearance Requirements for Computer Access.

  • Establish and maintain current Individual Personnel Security Files.

  • Update Defense Information for Security (DISS) Security Clearance Databases.

  • Submit requests for Background Investigations by the Command Security Manager.

  • Maintain schedule for SCI briefings.

  • Provide SCI briefings, badging, and debriefings.

  • Perform actions in ACCS related to contractor SCI.

  • Validate clearance information for System Authorization Access Requests (SAARs).

  • Perform JPAS actions such as in and out processing, indoctrinations, debriefings, RRUs, incident and adverse action reports, and suspension of access.

  • Assist with Transfer in Status (TIS) requests.

  • Process Central Adjudication Facility (CAF) information requests.

  • Process adjudication actions such as Statement of Reasons (SOR).

  • Submit reports to respective CAF using DISS.

  • Update the Master Security Clearance Roster.

  • Process incoming and outgoing visit certifications.

  • Maintain hard-copy and electronic personnel files.

  • Assist in resolving security clearance issues in JPAS.

  • Maintain the Master Classified Contracts List and contract files.

JOB REQUIREMENTS
  • Must possess a current Top Secret (TS) clearance based upon a Single Scope Background Investigation (SSBI) adjudicated within the past three (5) years, and shall also be determined eligible for access to Special Compartmented Information (SCI) by the Central Adjudication Facility (CAF) or other designated adjudication authority prior to arrival onsite.

  • Must have an Associate Degree in any field.

  • Must have a minimum of five (5) years of personnel security experience.

  • Must have a minimum of two (2) years supervising personnel security staff.

  • Must have working knowledge of DoD and Intelligence Community (IC) directives, regulations, and procedures governing the Personnel Security Program.

  • Must have knowledge of DoD personnel security, SCI programs concepts and principles, and of DoD investigative agencies techniques and procedures.

  • Must have the ability to communicate effectively orally and in writing with a diverse group of individuals.

  • Must use a high degree of tact and diplomacy.

  • Must have general knowledge of Physical, Information, Industrial, and SCIF Management Programs and how they relate to the Personnel Security Program.

  • Must have good problem-solving skills, be highly organized, and have the ability to work independently.

  • Must have experience with DISS.

  • Experience with DISS and Lenel OnGuard badge system preferred.

  • Must possess advanced knowledge of Microsoft Office software applications (e.g., PowerPoint, Excel, Access.
