JOB OVERVIEW
The Senior Business Analyst-Team Lead formulates and defines systems scope and objectives based on both the needs of the Device Management Unit (DMU) and a thorough understanding of business systems and industry requirements. The DMU Senior Business Analyst-Team Lead ensures that the Unit’s several data tools are current and reliable by performing routine ingestion, normalization, indexing of multiple internal and external data sources and quality assurance assessments.
JOB RESPONSIBILITIES

Devise procedures to solve complex problems, including business analysis and user needs, documentation of requirements, and translation into proper system requirements specifications.

Research and provide recommendations associated with IT products and services (cost, capabilities, function) including market intelligence, market trends, and cost/benefit analysis.

Provide consultation on complex projects while considering the business implications of the application of technology to the current and future business environment.

Comprehend, analyze, and interpret documents.

Utilize analytical and quantitative tools to solve problems involving several options in various situations.

Independently assess data quality and integrate varying data sources into automated reports and processes.

Identify and implement improvements to deployed tools on new available data sets and feedback from users.

Provide Technical integration of the Approved Products List (APL), an electronic index of approved IT products and equipment into internal commerce catalogs, purchasing platforms, and systems, including but not limited to MS PowerApps and SharePoint Lists.

Design, development, and maintenance of status management dashboard via Power BI
-
Provide Strategic planning to incorporate changes to purchasing vehicle(s), platform(s), process(es), and policy(ies).

Provide Change management with respect to updates accurately reflective of pricing, availability, and specifications.

Design, develop, and maintain the status of management of the IT Bulk Buy and Tech Refresh Dashboard, communicates status and activity metrics associated with IT product procurement and distribution programs via Power BI; the IT on Demand (IToD), an internal procurement platform for approved FBI products; and the Portable Device Dashboard/ERAS, establishes data quality analysis to assess integrity of data from varying sources.

Develop metrics tracking and oversight to inform recommendations for process governance and future planning.

Provide technical design, development, and oversight of automated processes associated with the purchasing process, including but not limited to status notifications, confirmation emails, and approval(s).

Provide recommendations on data collection, sourcing, and quality assessment.

Develop reporting and trend analysis; identification of anomalies, and data integrity issues and concerns.

Develop Bulk Buy Dashboards for cost comparison, technical evaluation, integration of assessments and recommendations regarding the procurement of IT assets.

Interpret data, analyze results using statistical techniques and provide ongoing reports.
-
Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems.

Prioritize business and information needs; and locate and define new process improvement opportunities.

Create as-is process flows; create to-be process flows; review and update process workflow diagrams; create detailed Business Requirements; develop analysis documents of industry standards or best practices; create procedural text documents; and create standards and process recommendations documentation.

Organize, participate. and support required meetings by scheduling; drafting presentation materials; conducting briefings; preparing presentation materials relating to program status, accomplishments, issues, and deliverables including picture or graphic files; and prepare electronic and hardcopy materials.

Support the planning, design, and implementation of new data tools and business processes; Support the coordination of device testing, based on defined technical specifications from Product Owners and user-driven needs, and support the coordination of deployments and decommissioning of IT hardware with HQ and field office stakeholders.

Develop and maintain the end-of-life replacement processes; develop and track a strategic technical refresh plan; and develop and support procurement strategies and execution.

Support the tracking of property transfers and accountability and other inventory management to include final disposition of IT equipment.

Create and post dashboards, or other visual depictions of data that present data or collects data from multiple internal and external stakeholders.

Prepare and implement annual device audit and assessment plans.
JOB REQUIREMENTS

Top Secret Security Clearance from a Single Scope Background Investigation (SSBI) with Sensitive Compartmented Information (SCI) access approval eligibility.

Must have a Bachelor’s Degree with eight or more years of business analysis experience. A minimum of ten years of specialized experience that is in or directly related to the line of work of the position may be substituted for education.

Must have eight years minimum experience comprehending, analyzing, and interpreting complex documents.
-
Must have experience with design, creation, and implementation of applications created using Microsoft PowerApp.
-
Must have experience with design, creation, and implementation of tools/visual displays using Microsoft PowerBI.
-
Must be able to present information and respond effectively to sensitive issues.
-
Must be able to solve problems involving various complex situations.

Must have critical thinking and problem-solving skills.
